The governor's budget does not propose any major cuts. What he proposes instead is a reliance on what's called deferred spending, where we take things that we are supposed to spend on. And instead of spending it in the near future, we kind of wait a few years to see what happens, and then something called trigger cuts. which is a term describing cuts that are made that may be restored in subsequent years if funding becomes available, either through increased revenues or because of federal funding, such as might happen through the bipartisan Infrastructure act or anything else.
