Because you call the heroin dealer on a throwaway cell phone that the dealer has, they meet you in a restaurant parking lot, give you your drugs. We found very quickly it was a lot harder to go after the drug dealers. And we also found very quickly that the volume of people addicted made it impossible to approach it that way.
