My client, the State of Wisconsin, wants us to challenge it. That's the first key thing. And we have a number of legal bases on which to challenge it. One is constitutionally, The EPA has exceeded their authority. Congress gave them certain authority under the Clean Air act. And to what they're doing now, our assertion is they are exceeding that authority and therefore it's not a lawful action. Secondly, it disproportionately harms Wisconsin. (17:14–17:22)
