This is the problem is. And, and as the state's lawyers, we did consult with the legislature and the governor's office as they examined this possibility. There are conflicting federal regulations. One that says the states shall not be prohibited from taking this type of action and another one that says we can't. Ultimately, that's what courts do. They decide when there's a conflict of laws and we're going to have to have the resolve there. (22:27–22:39)
