If they really want to charge somebody, they probably can do that. I don't think that one is necessarily better than the other. The John Doe system has been working. Prosecutors use it for many things. For arson investigations, for drug conspiracies, missing persons cases, homicides. We're able to put those things together effectively to do investigations in ways that you can't do when you just send police officers to knock on someone's door and see if they'll talk to you.
