The heroin we have on our streets now is exponentially more powerful than it was even 20, 30 years ago. In the 1980s, the average heroin purity for sale on the streets was about 5%. We don't see 5% anymore. There have been some years where the average purity for sale on the streets in America was in excess of 50% pure. That means back in the day, 5% was heroin, 95% was an inert cutting agent to spread it out. But we don't get our heroin from Southeast and Southwest Asia anymore. (07:50–07:58)
