We found very quickly it was a lot harder to go after the drug dealers. And we also found very quickly that the volume of people addicted made it impossible to approach it that way. And then This addiction is different than other addictions we've dealt with because it's so much more powerful. We found out that you could put somebody in the county jail for 45 days, and they would come out and they would go right back to using almost as fast as they got out the door. (56:30–56:38)
