I think we need to look at where we are in terms of expenditures and also revenues. It's really interesting people don't realize this, but Federal spending, as a percentage of GDP, non-defense discretionary spending is about half of what it was 30 or 40 years ago. Defense is less than half of what it was. And of course the difference has been made up by expenditures mostly in health care, in Social Security and healthcare. (50:08–50:25)
