There was the same underfunding in all of these programs, except it's worse as costs are expected to rise and it's even further under our projections. They also have bigger cuts to state government, which we are still taking in the majority of areas that we have. And so what needs to happen in January is absolutely a reopening of the budget. And I want to, I do believe the underfunding was intentional. (30:19–30:28)
