He was armed with what appears to be a very high powered rifle just wandering the streets near 27th and Wisconsin. You can see his face very clearly. Anyone who can identify him as As far as I know he is still unidentified. He was not carrying any sort of id. The fact that he was just sort of wandering around brandishing this rifle.
