The community jails are not ready, and there's just a proposal this past week that the Manhattan jail will take another five years. So if you're mayor, what do you do? I think The goal of closing Rikers by 2027 is laudable. I think the principle of saying, look, what is currently constructed and operated is not working, and it is having a detrimental impact.
