Part of my plan is to incentivize the market to build in places where they've already demonstrated that they want to build tax breaks. So I think there should be some tax breaks, but that's not the majority of the plan. Part of what I want to do, for instance, is to revitalize NYCHA and actually get the resources in to meet the capital needs. But how do you revitalize lands?
