Communities that have more resources are simply going to have better schools. And there's certainly outliers, don't get me wrong. But when we look at Wisconsin and we look at the opportunity gaps, We have segregation in the state that has been going on for decades. And if we really want to address student learning in our highest poverty communities, we have to get those schools more resources. That's just really what it comes down to. (14:35–14:42)
