And when you look at the opportunity gaps, for sure, better school districts are better resourced. They're able to reach their kids because they have more personnel, they have specialists, they have great learning facilities and teaching facilities. Communities that have more resources are simply going to have better schools. And there's certainly outliers, don't get me wrong. But when we look at Wisconsin and we look at the opportunity gaps, we have segregation in the state that has been going on for decades. (14:23–14:28)
