And Article 1 refers to Article 1 of the Constitution, which in so many words says that the people govern themselves through Congress, people govern themselves through Congress. And so appropriations is one of those areas. And so I have actively opposed this President when this President has tried to stop the funding of monies that have already been appropriated by Congress, already signed into law.
