First of all, the proposal that the legislature put on it reduces the amount that businesses can be assessed. And so a business, you're going to rent from a business, right, who owns the apartment complex Right now, they can increase assessment 10%. Under this passes, that's capped at 5%. So they're not going to be able to jack up assessments. And so they say, oh, then they'll just pass it on to renter. (58:07–58:14)
