While we don't always live up to that to the degree that we should, that is the aspiration. And in that respect, it's something that differentiates us from so many other nations, and certainly did at the time. What they came up with, in the end, was a system of government that fairly allocated powers between the states and the federal sovereign. And it acknowledged that it's just as important for the federal government to have power to be exclusive in its domain over the federal sovereign as it is for the states to retain all other powers not granted to the federal sovereign.
