If you cheat either one of those, if you give short shrift to either objective, you will have a problem. Now, how do we do that? Well, we achieve it through two principal means. The Save America act requires voter ID at the time of voting, government issued photo ID showing that you are who you claim to be and that you're the same person listed on your voter registration file.
