And so I'll list it first. Is stunning to me because the argument goes like this. We can't do this because states are in charge of elections, not the federal government. This is a violation of the vertical protection of federalism for the U.S. government to impose this mandate on the states which are constitutionally responsible, exclusively responsible for conducting elections.
