It's not supposed to be something you can just check change, like changing a pair of socks. You've got to amend the Constitution. And Amending the Constitution was made deliberately difficult. There are two mechanisms by which you do it. We've only ever used one, and that's the mechanism by which 2/3 of both chambers of Congress propose a constitutional amendment. And that amendment becomes effective only after it's been ratified by three fourths of the states. We didn't use that. And had they tried to amend the Constitution like that, it would never have succeeded. (49:55–50:08)
