That law is instructive here, when that law was still a bill, a proposal. It was passed by the House of Representatives in March of 1964. At the time [the Civil Rights Act of 1964] was passed by the House, it had a national approval rating of about 51%. It came over here to the Senate. Many people considered it doomed to failure over here because in the Senate, the supporters of the Civil Rights act didn't have nearly enough votes to achieve cloture in the Senate. (47:29–1:47:53)
