There's one that's founded in Article 1, Section 4, Clause 1, that gives Congress has the power to establish rules and regulations governing the election of federal officials. principally U.S. senators and U.S. representatives. He understood and in fact openly provided in Article 1, Section 4, Clause 1, that those elections would be conducted not by a federal election official. (32:47–33:00)
