If you're a small town clerk and you're paid to do your job for five hours a week and you're not given a town hall, so you have to do absentee voting out of your home. And For about 1200 of our clerks, [doing absentee voting out of their home] is their scenario. So if that's what you're handed, of course you're not going to have as many hours for in person registration or in person absentee voting as other communities who have a full time election staff.
