And so that's when FERC was promoting these regional transmission organizations. And so MISO was created, and they. Their energy market really wasn't stood up until 2003. And that is when OMS came into existence [in 2003] as FERC was promoting RTOs. of which MISO is one, they were also really concerned with how do states get represented in these new regional organizations?
