Again, the legislature can override and have Greenhouse gas regulations, but they have not done so. So the upshot of this, at least from my experience, is that Arizona represents a state that really is very dependent on the federal government for funding its state environmental programming. There's a fair amount of gaps in state regulatory scope of environmental protection, and there is a statutory sort of, sort of bar upon going beyond the federal standards. (32:11–32:21)
