Arizona does have, at least before the jurisdiction was very much limited under the Sackett decision, a lot of areas that would trigger potentially a 404 permit. So this was an important program, but Arizona has left it to the feds to run. Arizona really only has one state specific permit program, and that's an aquifer protection permit. that protects its aquifer. And that's really in view of the importance of groundwater to a desert state like Arizona. Very telling, I think, is how is the Arizona state program funded? (24:02–24:12)
