It's not happening at the federal level level. We need to be leading at the state level on this. I know Democrats have introduced bills to have county conservation staff focused on resilience at the local level. That's been thwarted. There are lots of ways in which local government is ahead of state government because of what happened under Scott Walker, because DNR has been hollowed out so much that they are ahead of us.
