And what I quickly realized is that there were no goals, there was nothing being measured. And as a result, there was no way to judge whether we were accomplishing our objectives or not. And so We put in an OKR system right out of the box and we set objectives. we figured out what we were going to measure. And we had rapid feedback for the entire state government organization.
