Because mandatory spending is increasing because we're borrowing too much money and thus we don't have as much money to distribute around. It's being prodded out, as we say. And this just makes the point again that Debt is rising as a percent of GDP. And this is where we're going. If we don't start to fix this, interest and debt is going to start to really affect our federal government. (19:49–19:52)
