So we do four year budgeting. It has to balance. And you've got a range of ways you present that information. I think it should require that every time you adjust the budget, you have agencies do a long term savings plan. Over the four years of the plan, they can present where they want to do a new program, they can present a new need, but they have to present some areas where they're saying, okay, like we could attrit this out.
