So first of all, my disagreement with the bill is I believed all the surplus should have been returned to the people of the state of Wisconsin. Think about it. The last budget that was passed last year, there was a 15 billion dollar increase. Billion with a B went from 99 billion to 114 billion dollars that Governor Evers signed into law. It was his budget and now he wants to, there's a surplus and he doesn't want to return all of it to them. He wants to return like about a billion dollars now. (04:22–04:35)
