Exactly. Syria is a great example. The United States controls effectively a big chunk of Syria and the people that are running it are all in military uniforms. The State Department has no presence there at all. So the people that are in the military have to take on diplomatic jobs. It was famous that Robert Gates teased Hillary Clinton once by saying, I have more money for my military bands than you have for your entire diplomatic corps. (48:51–48:54)
