It's basically your tax dollars that go to the state and then they create this formula and they give it back to the cities and municipalities based on a couple of different criteria. That criteria does not work anymore. When I represented a purple district, I had several red county executives and red mayors who came to me and said, this formula does not work. We are going to have to cut services. We can't keep our library open, you know, seven days a week. We can't open the pools, you know, we can't. (34:01–34:11)
