I don't have to tell anybody who's a clinician that the system is broken. I don't care anyone who has to touch the healthcare system. And I'll tell any of you that the system is broken. We have to make sure that we are doing everything we can in Wisconsin, that people have access to affordable care. So my plan for that is a public option on the exchange. It is based off of Colorado's model. That is a 5% reduction in premiums every year with some cost transparency, expansion of Medicaid. (14:50–14:58)
