I had put out a proactive policy for federal agents in the state of Wisconsin that the agents needed to be unmasked, clearly identifiable, wearing body cameras, couldn't indiscriminately pick people up based on the color of their skin or the language that they speak, couldn't go into churches, school, other sensitive spaces. And they needed a judicial warrant. And I did this before Alex Preddy was killed because I felt just so strongly that we needed to be proactive about it. (11:22–11:43)
