And perhaps the worst part of this is that it mandated that every single year, the Milwaukee Police Department has to have more officers and more dollars. And If it doesn't, it reduces the amount that the state gives the city by 15% and throw it into bankruptcy. So it's based on this, frankly, really racist idea that Milwaukee is ungovernable and that we can't set our own priorities, that the state has to step in and say, milwaukee clearly needs more police because things are bad there.
