And whether they're doing it by will or by force. Force would be a constitutional amendment. The state will boom. Well, one of the things we're doing is doging local governments. We've got a number [of local governments] that have volunteered. We're working with the legislature to get more prescriptive authority. I know there may be other ways in state government to be able to do it, but I think having that doge process there will really help bring transparency to how the money's being spent. (10:01–10:07)
