Well, we need to have a responsive and efficient organization for the utilities to work with. They don't have a choice but to come to the commission. Right now, we're lowest in the country for approving rate cases. It takes us 18 months. The national average is nine months. That cost of the regulatory lag gets passed down to the ratepayers.
