I mean, anytime there's a mandate by the commission, it costs the ratepayer more money because they get a rate of return on commission mandates. And Free enterprise club has estimated that because of that investment in renewable energy, when it was still an emerging technology and the utilities were forced to invest in it, that it cost Arizona $2.3 billion.
