We were still concerned with the federal funding of the different items. We still had concerns about. Like with Joe, what he wanted to do was with regard to determining legislative districts and so forth, He [Senator Manchin] really kind of hoped to have a computerized system that was run by the federal government that would actually make state decisions about how state legislative races would be laid out or congressional districts would be laid out.
