At the outset I want to stress that everyone agrees that we need to reauthorize FISA section 702. It's one of the most important tools that we have to prevent terrorism and to keep Americans safe. However, We need robust constitutional and legislative guardrails to protect Americans from illegal government surveillance. We need to protect Americans Fourth Amendment rights. We've seen a growing bipartisan realization that FISA needs to be reformed to protect Americans civil liberties and end Democrats documented abuses of this tool by our own government. (05:58–06:08)
