Much, much of that surplus exists because of the money that we are no longer and have not been sending to K12 and the municipalities. There is no question. The stats are very, very clear. Every K12, every municipality, their budgets are. Their funding from the state are behind by no less than 35 to 42% from where they were just over a decade ago. Now, I don't know about you. You can talk about declining attendance at school, but there is nothing that you can do from a budget standpoint to cut, to try and make up the difference. (28:00–28:09)
