The education funding system has been a problem since I was first elected in 2003, and it's time to take some of the recommendations out of those 38 studies and actually do something. Average Vermonters can no longer afford their property taxes. And there are also some problems with the rebate systems where people who own multimillion dollar homes and have huge income that they don't have to declare as income, and they get rebates on their properties.
