Obviously, at Wisconsin, we can't do Medicare reimbursement rates. That comes from the federal government. But that's where we have really missed the mark when it comes to expanding Medicaid here in Wisconsin. If we would have accepted those federal Medicaid dollars and expanded the system originally, more than a decade ago, we would have had an additional $2 billion to put into the system. We could have upped the reimbursement rates. That would have helped systems like HSHS, where 70% of the people that they were servicing were either Medicaid or Medicare patients. (15:16–15:28)
