That is, from my perspective, fair and just. What's not fair and just is refusing to prosecute repeat offenders even though they're currently arrested for a minor crime. The way to stop serious crime is to deter the offenders who are going to continue to commit crimes. And if you just happen to pick them up for fair beating or graffiti or whatever it is, you use the tool that you have at your disposal to keep them from doing more serious things. (35:21–35:30)
