There is a bill pending that has, I think, been pending for more than a year to give mental health professionals and city agency the ability to give bespoke service to the mentally ill, depending on their degree of mental illness. Albany's not acting on it, largely because there is a fear that we'll go back to the 1970s when we profoundly mistreated the mentally ill. And my general view is I don't believe in false choices. There is a way to provide services to the mentally ill that is empathetic and kind and supportive and does not return us to One Flew over the Cuckoo's Nest. (1:02:58–1:03:09)
