If a community is rich in their grand list, the value of all their properties in their community, should they get a little bit less money than, say, a Hartford? And we all know that 50% of Hartford's grant list is non taxable because of the presence of state government, because of the presence of colleges and hospitals. State Capitol does not pay taxes.
