If there was a second strike, if that strike was meant to kill those personnel as opposed to disable the shipwrecked vessel, that's a war crime. Again, though, details do matter. But again, bigger picture here. There's no law of armed conflict because we're not at war with Venezuela. I know that because I'm a member of Congress and I never voted for it. Okay?
