Same thing with gerrymandering. This will shock some of you, but New Jersey actually does a pretty good job of this in terms of local governance. New Jersey's system for drawing its district lines for Congress and the State House is actually pretty fair. It has both parties compete on maps and it has a neutral arbiter.
