Utilities that operate as monopolies and they lock Texans into whatever rate they decide. Well, I say no more. So I'm announcing legislation that will lower electricity costs. The law will end the monopolies that San Antonio and Austin and a few other cities have on electricity and give people the ability to choose their own electricity provider. It will save Austin and San Antonio residents more than 10% a year on their electricity cost and more than that for small businesses. (02:38–02:51)
